Meaning of the Quote:

Being broke, this is only a short phase that can be rectified, However, being poor, this is more of a mental state that can prolong for an indefinite period or it can be corrected by a change in mental attitude.

Discussion of the Quote:

To never be poor, this means that you have never allowed yourself to get to that mental state where you tell yourself that you are poor and thus create that spirit of poverty within your life.

However, you can be broke which is not having the ability to pay for the things you want in a specific moment. It is not really a mental state but only the lack of money to take care of your living expenses. This temporary situation can be quickly remedied by procuring  enough money to pay for your living expenses.

Final Thoughts:

As the quote says, I’ve never been poor, only broke. He has only been in a situation in which he did not have the money to get what he wanted at a specific period in time. However, that situation can easily be changed by him getting the money so he can be able to get what he wants so that he is not stuck mentally in that situation.

On the other hand, when it comes to being poor, he said that he has never been poor. Being poor is more a mind set. When someone says, I am poor and I will remain poor for the rest of my life. This kind of attitude gets people to remain in their situation for longer periods of time. What the mind perceives will usually become its reality. Therefore, until this can be changed from a mental point of view, people will remain stuck in this frame of mind.
